Separate the decisions
A station is a long-lived capital decision. Dynamic deployment is an operating policy that responds to changing availability and demand. Treating them as substitutes can obscure cost, workforce and reliability tradeoffs.
Test the stressed system
A location can look excellent when every unit is available. The more important test is what coverage looks like during simultaneous calls, transfers, shift transitions and long task times.
Design for use
Modeling should produce a decision framework, not a single magic point on a map. Leaders need to understand assumptions, alternatives, implementation constraints and how performance will be monitored.
